The standard phpBB software provides three levels to prioritize the ordering of topics displayed in a subforum. These are Regular, Sticky and Announcements. Announcements are displayed first, followed by Sticky threads, followed by regular threads. But the ordering of threads within their respective groupings isn't directly controllable.
Topic Cement is a feature that allows moderators and admins to fine-tune the ordering of threads on an individual thread level. While the standard ordering of Announcements, Sticky and regular threads still applies, the ordering of any threads within a group can be explicity set for the perfect ordering. You can even use this feature to make regular threads appear to be sticky.
This feature is accessed via the Moderator Panel. (Note that this a different page from the Moderator Admin Panel.) The Moderator Panel provides the ability to split threads among other things, and a link to it can found at the bottom of a forum page if the user is moderator of a given forum. After clicking the "moderate this forum" link, moderators will be able to set a priority value for selected threads and submit the new ordering using the [Prioritize] button. Higher numbers will have a higher priority and be ranked earlier in the thread ordering. Be sure to check the "Select" checkbox in addition to changing a Priority before submitting.
